SIR – It seems the Civil Service is getting back to normal after Covid.
HM Courts & Tribunals Service, whose responsibilities include issuing a grant of probate when someone dies, has updated its PA1P probate application form. This version has an extra six pages containing 13 “equality and diversity” questions about the applicant’s main language, religion, ethnicity, mental and physical health, sexual orientation, sex and gender.
Although answering the questions is optional, sadly there is no box to tick that says: “Mind your own business and do some proper work.”

I regard “purposely” as an Americanism. Matt means “deliberately”. (See also using “likely” as an adverb.)
Both the OED and Chambers regard “purposely” as standard English. Chambers, in particular, always describes when a word is an Americanism; e.g. it explains that missile is pronounced “mis’ īl” in standard English but “mis’l” in (N Am).

In the days after Russia invaded Ukraine in February 2022 and the west imposed sanctions, the rouble collapsed. The number of roubles to one US dollar quickly fell from about 78 to 138 – a huge move in the world of forex (foreign exchange), and terrifying for those with their wealth in the Russian currency.
Since then, sanctions have tightened and the war shows no signs of reaching an end, but something unexpected has happened to the rouble. Many commentators had thought it would continue weakening, but instead it is now stronger than when the war began. The US dollar is now worth 57 roubles, the best exchange rate in about four years.

The UK economy shrunk by 0.3 per cent in April, the Office for National Statistics said on Monday – the second successive drop in GDP, following a 0.1 per cent fall in March.
The news fuelled fears that the UK economy could be heading into recession, just at the same time that prices are soaring – a phenomenon known as “stagflation”.
That poses a major economic challenge, because traditionally the policy moves to curb increasing prices are the opposite of those adopted to overcome stuttering growth.
Discussing calls to cut tax, Mr Johnson told LBC on Monday: “Yes, of
course I understand that we need to bear down on taxation and we
certainly will.”
But he said there was an “inflationary spike that we’ve got to get through right now, looking after people as we go through that. And that is what we’re going to do”.
It is one of the first times Mr Johnson has explicitly linked the
timing of major tax cuts to inflation, reflecting changes in his
thinking after briefings with leading UK economists.
Further explaining the Prime Minister’s thinking, a senior Government
source told The Telegraph: “The more you spend, inflation spirals.
We’ve got to be responsible.
“That is a huge issue. We can’t do anything that inflames that
further. That’s why everything we’re focused on is about growing the
economy.”
The cost of living crunch is due to intensify in the coming weeks as petrol prices continue to rise, recently hitting £100 to fill up an average family car’s tank.
Interest rates are expected to rise to a 13-year high on Thursday, when the Bank of England decides on rates – creating new mortgage pressure.
The impact of the 1.25 per cent National Insurance rise is still only just being felt, having come into effect in April.
On Monday, it was announced that David Buttress, the founder of the Just Eat food delivery service, has been appointed the Government’s new “cost of living tsar”, to help convince businesses to give families more cheap deals.
The Bank of England forecasts that inflation will peak at 10.2 per
cent in the fourth quarter of 2022, before falling to 9.3 per cent in
the first quarter of 2023 and 6.7 per cent in the second quarter. The
OECD, an international body, has similar predictions for the UK.
But there is no guarantee that rising prices, triggered by supply
issues from Covid lockdown and exacerbated by Russia’s invasion of
Ukraine, will not continue for longer than forecast. Previous Bank of
England forecasts predicted inflation would be falling this year.
David Davis, the Tory MP and former Brexit secretary, rejected the
argument that tax cuts should wait until inflation has started to fall.
Mr Davis told The Telegraph: “There’s this strange new argument
coming out that somehow taxation is a way of defeating inflation. High
tax does not defeat inflation – it makes the impact of it more miserable
for the ordinary family.
“Secondly, we will be facing stagflation, not inflation. The best way
to deal with that is to get the growth rate up, which is another
argument for lower taxes. Tax cuts should come before the spike in
inflation.”
The Prime Minister repeatedly talked up his determination to cut
taxes last week, as he sought the support of Tory MPs ahead of a confidence vote in his leadership.
In a letter to all Conservative MPs ahead of the vote, Mr Johnson
said “you cannot tax your way into growth” and “we will of course devote
all our energy to reducing … the tax bill”.
He made similar comments in a face-to-face address to the 1922 Committee of Tory backbenchers. Mr Johnson ended up winning the no confidence ballot of Tory MPs by 211 votes to 148 votes.
The Prime Minister then used a reset speech on Thursday to call the tax burden – set to hit its highest point in 70 years – an “aberration”, saying he wanted a reduction “sooner” rather than “later”.
Yet Mr Johnson has declined to name a single new tax cut he is considering.
‘Isn’t the big tax rise bound to make things worse?’
Sir John Redwood, the Tory MP and former Welsh secretary, argued in
the House of Commons that a tax cut could help those whose incomes have
been undercut by rising prices.
Sir John asked: “Why is the UK Government the only advanced country
government making a big increase in the tax burden and next at exactly
the same time when there is very necessary monetary tightening to
control the inflation, and a huge hit to net incomes from that inflation
itself? Isn’t the big tax rise bound to make things worse and slow the
economy too much?”
Separately Anthony Mangnall, the Tory MP for Totnes, warned that low pay was driving fishermen out of business.
He said: “Right now, fishermen in Brixham are deciding to lay up
their vessels because of average takings per day of £32 for their entire
day’s work. If we do not step in now, our fishermen across the United
Kingdom will lay up.”
No new decisions on taxation are expected until the Budget this Autumn.
Government ministers note that the increase in the National Insurance
thresholds will kick in next month, in a policy that will reduce tax
bills for millions of households.
Reform UK pledge to cut taxes
Meanwhile, Reform UK, which is led by Richard Tice and was originally
founded as the Brexit Party, announced a stimulus plan on Monday which
it said would provide a £74 billion economic stimulus.
Accusing Mr Sunak of a “Corbyn solution” and “classic socialist
measures”, Reform pledged to cut income tax for Britons earning less
than £20,000 per year, scrap VAT on energy bills, drop “green”
environmental levies and reduce fuel duty by 20p per litre.
While the Brexit Party stood down in 317 Tory-won seats at the 2019 general election, Reform is fielding candidates at both the Wakefield and Tiverton and Honiton by-elections next week.

No, scrap VAT and replace it with a local sales tax. Abolish council tax and business rates. That 15% tax – only increased via referendum requiring 75% turnout – goes to the local council.
Drop taxes – wouldn’t that fuel yet more demand that is not being met by more production, therefore simple supply & demand will push inflation even higher, so that even with the lower taxes only select people would be able to afford the little that is available. The loser is the Government. It won’t drop spending, so it will borrow or print more, pushing the value of money down, and further fuelling inflation.
The best way to kick start the economy is to direct spending away from the consumer and towards investment in productive capacity. Only then we can have the means to profit from a drop in taxes.
Then the government must lose and be prevented from printing more money. That’s the root of the problem.
In reality people save more during high inflationary times as they need the income for later. They pay down debt. So many things could be done so much more simply than they are.

I just don’t understand the attitude of ‘we can’t cut taxes, we need the money’ with ‘the economy is contracting, let’s hike taxes’. It is utterly moronic. Truly, the attitude of fools. Cutting taxes gives people more money to spend and as people spend money better than government ever can, that fuels demand. Yes, inflation is caused by rising prices but in reality people act perversely to protect themselves and so will stick most of it in the bank.
Big government wants inflation to erode the debt. It wants low interest rates so it can keep borrowing.
The state is wrong. it thinks it is right, but it isn’t. The solution, as always, is markets. Cut taxes, shred the state. Keep cutting until it hasn’t got enough to do something and then cut again, as it obviously wasn’t needed.

The foreign crew were standing together on the sands watching the process when a cable snapped and snaked towards them. A proposed Green Belt housing scheme on land just outside of St Albans has received a fresh push by developers.
Plans have been submitted for 95 homes on 11 acres of arable land dividing Park Street from St Stephen’s. Situated south of the old M10 roundabout – opposite the BP garage – the land has long since been regarded as an important separator of the two communities.
Although a decision by St Albans district council (SADC) is pending, M Scott Properties have submitted fresh documents to attempt to address the numerous and widespread concerns from both residents and statutory authorities, leading to an extension for comments and objections.
Paul King, who established pressure group Greenbelt to fight such developments, said: “This land has never been on the council’s list of sites for development, due to its value in meeting the objectives of the Green Belt and avoiding the coalescence of communities. If this application is successful it will drive a coach and horses through the Local Plan and see the sun set across, not just this, but other similar Green Belt spaces around St Albans.”
Similar applications have been made elsewhere in the district, including Chiswell Green and northern St Albans, with campaign groups Keep Chiswell Green and CLASH fighting similar battles against development.
Paul added: “The developers and land owners are in it to make money, and have little care for the community and the environment that will be left behind. We are reliant on the resoluteness of the planning department to uphold the local plan, albeit quite dated, along with the local politicians. It is very disappointing that our local MP has refused to support our campaign and very much hope that the district councillors will be more in touch with the community’s views.”
Watling Street resident Chris Martin said: “One day we will come to a point when we realise that we have gone too far in destroying our green spaces, we may have already reached that point but do not yet realise it. The Green Belt will never be reclaimed and more housing doesn’t just house more people, it encourages more people to be housed, and so the decline continues.”

So, you can forget Roast Beef & Yorkshire Pudding for Sunday Lunch – it is more likely to be roast bark and whatever veg you can grow yourself. Yorkshire pudding will be off the menu – the cost of flour will make that a luxury.
Never mind you will have all those nice trees to look at!

Well it isn’t, they could get out of the way. The problem is that they’ve interfered in the energy market and in doing so they have distorted it and obscured price signals.
They are banning things like fracking for purely ideological reasons, and then shoving money into the bonfire that is renewables.
The best option would be for them to stop doing both those things and GET OUT OF THE WAY. When will these arrogant fools learn that trying to centrally administer complex markets is beyond their capabilities. Get out of the way and let the market operate — it will quickly bring down energy prices by bringing forth new gas and oil supply, and over time it will sort the winners from the losers in the renewable sector, and allocate capital efficiently to bring about leaps forward in the efficiency of the ones with legs.

When I took on the responsibility of a veterans group 20+ years ago , I was in my early fifties and the Army/ RAF/ RN and Royal Marine veterans were in their mid sixties early seventies .. the members are alot older now , we have all stuck together , and grieved and applauded , but the numbers have now dwindled to about 14 from a base of 90+ who lunched regulary every 2 months . WE have all got older together .
Old age can be cruel, by heavens all governments are even crueler to the elderly , as are the utility companies , banks , DVLA, NHS and rail companies .
Today was a sunny happy day .. we were down a few people .. DVLA and NHS appts , but all that were present agreed that the Queen’s Jubilee was super , could have done with out the Americanisation of the concert , and the Notting Hill type of festival was rather boring and unecessary.

Aren’t they wonderful? I have watched live-cam of bald eagles feeding their eaglets, and wonder how they get the cameras in position for such shots, how clever their nests are! Do ospreys use the same nest again, do you know?

I don’t know much about ospreys, apart from some odd places where they build nests. We see bald eagles quite a lot as we overlook the Potomac river, and as our house is on top of a cliff, we get quite a good look at them. But I have not seen a nest nearby.
I watched them rearrange the branches in their nest the other day .. amazing .
Last night there were 3 magpies loitering around , but the Osprey parents were standing guard .. great respect ..

I really do think it depends on the circumstances.
Being an introvert (with distinctions and oak leaves), it helps to observe with the eyes rather than the mouth how other people have it, and thus to try to be supportive – and, crap knows, we all need support these days.
Turns out, that ability aso makes me a really good line manager. Paying attention to colleagues cares and ambitions, and encouraging them as best one can is a successful strategy? Who knew?

Earlier today I too was emptying MiL’s bungalow. Spent an hour deadheading 35 rosebushes in the garden. Once again she is incarcerated in a ‘Covid outbreak’ nursing home, No visits allowed but I did manage to get a “Red Cross parcel” taken in for her (Radio times, Crisps, peanuts and chocolate bars).
We hope she will be allowed day release in a fortnight….

– Mother couldn’t stand to be with him whilst he croaked (I can understand that), and
– I was flying back from Norway, arriving about four hours too late.
I regret that daily, To take that last journey alone, well…
So, I have some understanding, Ann. It’s a regret it’s not easy to be quit. I learned from it. Don’t be too far away from where you might be needed.
BTW, his end was assisted by doctors with injections. I believe, although nobody said. It was a good thing, he had very low pain threshold, and was in severe pain much of the time.

Prepared myself a meal of smoked mackerel & salad and then walked up the road to have a couple of pints in the Barley Mow pub at the A52 junction, passing the old Control Tower for the range, now an Air B&B (!!!) en route.
